Predictive word using text not working

Predictive as gone to small gray line no suggestions and also when texting my IPhone 5s is saying what I'm typing in text?

I the middle (l to r) of that thin gray line you should see a little 'dash' type of icon. Tap on that and drag it upwards. That should restore the predictive text functionality.

I have a 5c & even the grey line is gone. I just changed phones & its still like that. Could it be a defect in the SIM card?
