Why my I message is not activating

ihave I pad .
When I went to activate my I message it ask to give Apple ID and password..
After giving it there comes an error that it couldn't sign plzz check your network connection
But I am not having problem in wifi

So what should I do

Turn imessage off then reboot your device then try turning on and try again
