Why is the Red Dot on my phone symbol

After the 9 update, the red is permanently above the green phone button. When I click on it, it indicates the voicemail, I try to set it up using passcode, but it keeps coming up as unavailable! Try again later, this has been over a week now? Any help would be fab

Red dot does indicate you have voicemail.... contact your carrier if any issues accessing voicemail. Once you can access and listen to them, it will disappear (the red dot).
