Why is the recipient's number grayed out when trying to call via FaceTime?

Hello,
I currently have a iPhone 5s with the latest ios update. When I click on my facetime app and go to my contact and click on the persons name the facetime and phone number is grayed out. I am sure this person has a iPhone 5s and the facetime app loaded on her phone.
How do I fix this?

Are you certain that the recipient has FaceTime enabled or have it set to be used via both Wi-Fi and cellular data?

Ask that person to check in their settings. Like D said, they have to have it toggled on.
