Why is Siri stating that it can't call a certain recipient?

Hi all, I'm from Bhutan and my siri cant call out. When i say "Call Papa" it responded "Calling Papa's mobile phone :XXXXX" and then "Sorry, I can't call Papa's mobile number" Please help. I am using Iphone 6.

I can only *assume* there's a problem on Apple's end or your wireless provider has blocked outgoing calls.
