I have photos for mac and and am using iCloud photo library. All of my photos and videos were completely loaded/synced to the cloud (~30k photos and ~1k videos) and have been for a while (many weeks). Now Photos for Mac seems to be uploading my entire library to the cloud again (under preferences it says that it is uploading ~31,000 items. There doesn't appear to be any reason for this. It may have started when the most recent OS X update was installed a couple of days ago, but I can't be sure.
