Why is my iCloud so dimmed?

Welcome to iMore! Need more information than that. What device? Which OS? Do you have an iCloud account? Have you tried a hard reset?
Hold the top or side power/sleep button and the home button at the same time until the Apple logo appears, then release.
It may be that Restrictions are on. To fix this, turn off Restrictions (Settings > General > Restrictions) and check to see if iCloud is now working. If working, set up your iCloud and then you may wish to turn Restrictions back on again. You may also want to go to Settings > General > Restrictions > Accounts (near the bottom) and set this to Allow Changes. This will allow changes to Mail, Contacts, Calendars, iCloud, and Twitter accounts.
