Why when I purchased the app my family member on sharing list is asked again to pay for app,

bought app for game gravely silent, family member downloaded app game tried to unlock asked to pay.

What do you mean by "tried to unlock"?

Are you going to the "Purchased" section of the app store?

Note that in-app purchases are not shareable. Only the apps themselves.
