Why is Do Not Disturb only working when setting a scheduled period and not any other time?

Do Not Disturb doesn't work IOS8 on 4S phone

DND only works when setting a scheduled period. It does not work any other time. Used to work fine with IOS7. IOS8 is a loser update on 4S phone.

Yes you have to set a scheduled period. It works fine.

You can also manually trigger DND via the Control Center.
