Why is Apple charging my credit card instead of my Apple ID Balance? ...

For as long as I can remember, my Apple Music and iCloud charges would go against my Apple ID balance first, and only hit my credit card if my balance was $0.

But for the last few months, Apple Music and iCloud have been charging my Apple Card in spite of me having $140 in my Apple ID balance.

And under Manage payments -> Payment Methods I have my Apple ID Balance listed first. Any idea what I'm doing wrong? Thanks in advance.
