Why I all website are restricted on my iPad?

All websites are restricted, when i try to open a website I see this message: You cannot browse this page at " example.com" because it is restricted. In settings the restrictions is off. I have an iPad 3 iOS 8.1.3.

I use wifi at home. But if I go to General > Profiles & Device Management I see like this:

MOBILE DEVICE MANAGEMENT

Remote Management
RACA


CONFIGURATION PROFILES
Trust Profile for RACA
RACA

*RACA is the academy where I study.

So I can't surf the internet for this thing? There is a solution or a hack?
If the device is property of RACA... there's nothing you can or should do... if it's your device, RACA shouldn't have any control over it unless it's on their network.

The device becomes my property when I start the second semester, and I have already started the second semester. In RACA is only allowed to use the network to access the subjects, so RACA blocks all sites (but only in the RACA's network). So why in the network of my home the websites are restricted? Is it normal?

I'm not familiar with MDM... I would think that the school would only restrict use while the device is on the school's network and not lock it down completely.
