Why high memory capacity used on launching iphone 6s?

Have just bought a iPhone 6s with 64 gigabyte capacity. On starting, a storage usage of 11 gigabytes was noticed. Why such high capacity used up? Apps used were ordinary like Whatsapp, Photos, Mail, Chrome, etc. Totalling all the Apps come to about 4+ gigabytes.

Although the storage "capacity" is 64 GBs, iOS uses a good portion of that space, and that is why you do not see 64 GBs of "available space".
