just upgraded to ios9 and Suri quit talking with my phone and on my carplay

Is Siri enabled in Settings? Toggled on? Have you tried a hard reset?
Hold the top power/sleep button and the home button at the same time until the Apple logo appears, then release.

Check and make sure you also have an internet connection - Required for Siri to be used.
