Why doesn't the open in dropbox pages file bring up options?

"open in" dropbox pages file doesn't bring up options

Trying to open a pages document in Dropbox on my ipad Air. When I click "Open in," nothing happens - I don't get a pages icon that will open it in pages. How do I open this document in pages on my ipad?

Can you download it from DropBox then open in Pages?
