Why doesnt the + icon light up in my calendar

I want to add some events to my calendar but the + icon in calendar does is not red and it does nothing when I push on it.

I'm not sure why that's happening. Try rebooting your phone holding the power & home buttons at the same time until the Apple Logo appears. That usually fixes the minor hiccups.
