Why doesn't the "decline" button show up when the iPhone is in lock mode when the phone rings?

When the iPhone is not locked and the phone rings, the decline and accept buttons show up under remind me and another option, but these buttons do not show up if the phone is locked.

Its an iOS thing. Just press the power button to decline on the lock screen.
