Why does the Canadian iTunes (Appstore) display pre-tax prices?

I got a rude shock earlier, when I learned that the Canadian iTunes Appstore DOES NOT include the 5% tax in its displayed price. Nowhere was it mentioned I'd be paying the tax.

The reason why I am angry is cause I had just about enough money to buy two apps that I wanted, but now having bought the first and charged extra, I don't have enough to buy the second app with my store credit. Actually, I have $6 remaining and the app costs $5.79, but it wouldn't let me buy saying "insufficient credit" because I assume there is an additional $0.29 of tax.

This is real disappointing, to learn this the hard way. Can't believe Apple gets away with telling you AT ALL that you're gonna have to pay extra for taxes.

Why wouldn't there be a tax? Pretty much everything is taxed so why wouldn't apps?
