Why does the bulk of my iTunes library appear lost?

1300 songs in itunes but only 250 on new computer. Nothing in 'cloud' to download. All the songs show the purchased history going back to 2010 but nowhere else to be found to download onto my new computer. Apple ID summary under my account shows 2 computers (the old retired one on which I bought the music beginning in 2010 + this new one, both Dells ) are authorized to play content. The purchases are not hidden. The only ones hidden are a few duplicates I bought by mistake years ago. Help please. Bonus help requested: all the wonderful podcasts are gone too. They should show in my 'purchased' as well. Thank you.
