Why does the brightness keep going up to max?

I work for a FedEx contractor as a route manager. All of our vehicles are equipped with iPads that we use in conjunction with a service called ground cloud for our navigation and route planning. On every single iPad we have the brightness level will slowly creep up to Max even though auto brightness is turned off. It causes them to overheat because they are constantly plugged in.
