Why does my wife's iPhone 5 only connect at 4G speeds even when LTE is enabled?

Hi everyone,

My wife just bought an used unlocked iphone 5 from her uncle. The phone only get 4G even the LTE enable in setting.

Anyone know what is the problem and any solution recommend ?

Is it same carrier, same city? In some circumstances even if the phone is unlocked it won't get LTE if they're not the correct bands.
