Why does my Safari web page whites out.?

Safari web page "whites out".

This message appears when the page "whites out": A problem occurred on this webpage so it's reloading.
It occurs while on wi if or with wifi off and on cellular.
It occurs on all web sites.

I get that too for some sites. The line zips across the top, then nothing. Maybe broke links.
