Why does my iPhone not crop pictures again

Ever since I updated to iOS 9.3.5 I haven't been able to edit pictures, it keeps saying "downloading" with a loading circle and it literally stops at 1/4 of the circle. Can anyone help me?

Are the photos ON the iPhone or in the cloud? If they're in the cloud, wait for the pic to finish downloading and then edit it. In the meantime, make sure you're connected to the internet. Also, try rebooting your iPhone.
