Why does my iPhone 4s usage say I have 4.0GB of Mail when I have deleted all mail and accounts?

iPhone 4s Usage sayS I have 4.0GB of Mail when I have deleted all mail and accounts

No matter how often I delete Email from my iPhone 4S it continues to say I have 4.0GB of Mail. I have deleted old mail accounts and laboriously deleted all emails. And, when I deleted the older email accounts I no longer use, my 'available space' actually dropped 0.2 GB. Any help? Thank you, E

You might consider doing a back-up, sync to iTunes, then use iTunes to restore the device's iOS - then sync to iTunes and restore the back-up.
