On my iPhone 4 I can use FaceTime only when I am on wifi. I cannot link it with my cellular date package. When I go into Settings and then FaceTime there is no provision showing to connect it to cellular date use.

Unfortunately, to use FaceTime over cellular one must have an iPhone 4S or later.
