When I try to install an app it won't install but keeps saying my session is timed out and to try again later. Even after several hours have passed it says the same thing. I have tried shutting down but it hasn't fixed the problem.

There could be a problem with Apple's servers, and not necessarily with your iPad Mini. You can either try rebooting your device or resetting the network settings to see if that'll help.
