Why does my iPad get stuck when I try to delete an app?

My iPad used to get stuck for a long time till it deleted the app. Now it gets stuck for an even longer time, and restarts itself all of a sudden, taking me back to lock screen. It does this every time I try to delete an app. Its on iOS 9. Its been a really long time since i had it. Need some help here!

Welcome to iMore! Have you tried restarting the iPad? Reboot it and see what happens. If that doesn't work, you might try Reset All Settings.
Go to Settings >General >Reset >Reset All Settings. This resets to default everything in Settings, including notifications, alerts, brightness, and clock settings like wake up alarms.
If that doesn't work, you might try restoring as new. Not from a back up. If restoring as new doesn't work, your iPad may just be getting old.
Is you wifi/cellular signal good? I had an issue where I couldn't sign out of iCloud. It was my wifi signal. I rebooted the wifi modem, then it worked.
