Why does my iPad ask for iMessage sign in every few seconds?

iMessage is turned OFF in Settings, but still every few seconds I get an annoying message to sign in to iMessage. I've never used iMessage. I think I don't want to use iMessage. Because this Sin In prompt pos up every few seconds, it make the iPad unusable. When I try to sign in using my Apple ID and password it rejects it and displays the prompt again, and again, and again.....

This is not a good thing. What is the solution to this?

try turning iMessage ON... log in... then turn it off.
