Why does it show that the iPhone is offline via the Find My iPhone feature?

I have family sharing, and 1 phone in our plan shows on line and works on find my iphone, 2 phones show on the list, but show as offline, and a 4th doesn't show on the list. How do I get all phones on our family share plan to show on the find my iphone list, and to show as online? The phones are on icloud.
