why does it keep saying i have to add in my payment details even if its free

When i go to download an app which is free it always says i have to add jn my payment details when it is free

If I am correct this has to be done with initial use of the App Store. Just because an app is free, there is a possibility of making in app purchases and this is why you have to put in some form of payment the first time you set it up.
