Why does Apple not sell CarPlay in the App Store?

Hi, I can’t figure out why Apple does not sell Apple Car Play in the App Store for installation on an I pad mini to use in your car? It seems like a real $$$$ winner to me.

Not every head unit can support it.  gets more money licensing it out to the auto manufacturers and aftermarket vendors that produce head units. Hence why BMW was/is trying to leverage CarPlay as a subscription service.

Also, many iPad owners have WiFi only iPads which would make CarPlay, in my opinion, useless.
