Why do my text messages to non-IOS numbers not show up on my wifi iPad Air?

My iPad is linked to my iPhone 5. I have always had the occasional issue where "green" text messages (i.e. messages to non IOS people) would have a delay and show up on my phone but not my iPad. But starting yesterday, it seems that my iPad is simply not in the loop. Had 2 text strings where I can send msgs from my phone, but not my iPad. iPad texts work correctly with other IOS devices, but not my android friends.

I have installed the latest IOS updates on both iPad and iPhone. Also hard resets and manual iCloud backups for both. Still not working.

are both on the most current iOS software (9.3.4)? Also, you can check if your apple id may need to be re-verified.
