Why didn't iCould save my 470 notes?

I cloud did not save my 470 notes

I upgraded to iOS 9 for my iPod touch after doing so it only saved 12 notes and I cloud keeps searching. I had 470 notes that are very important . What should I do? Help !!!! After upgrading my notes iCloud keep searching and only saved 12 of my notes, after asking for them to be saved in iCloud

Was the save *NOTES* toggled on at the very beginning of these 470 notes and be able to be seen in iCloud on the internet when logged in? if no to both you might have lost them and if yes reinstall and restore from your backup to see if you csn get them back.
