Why did updating to ios9 wipe everything from my iPad 2.

I have lost all my photos,videos and contacts due to iOS 9.Why would Apple produce something that has caused so much damage.

Damage like that is self inflicted. There are ample processes and procedures available to back up ones data, update a device, and restore backups without any loss of data.
