Why did my health app data not restore after full backup and factory reset?

Running IOS 8.4 on iPhone 6plus. Needed to do a factory reset because of some software and everything came back after the restore except my almost 12 months of health app data.

Did you restore from an iCloud backup or an iTunes backup? From what I've read, the health data is retained via an iTunes backup but not via an iCloud backup. I have not 'verified' that claim. My primary backups are made via iTunes.

Yes, Health data is backed up on iTunes via computer - however - you have to opt to encrypt the backup in order for Health data to be backed up and available to restore.

That's it. I chose not to encrypt and that is the reason.

Is there any way of getting the health data back? I have done iTunes back ups of my iPhone and when I did a restore to install iOS 9, my health data is gone. I chose not to encrypt the backup. Can I get my health data back?

You have to encrypt backups for health data to be backed up... it's a security thing... you can't get back something that doesn't exist...
