Why can't Siri report local weather on current iPod Touch?

When I ask Siri for the weather forecast I get the response "I can't show your favorite weather locations. Sorry about that". I'm sure that my iPod Touch was able to do this in earlier version of iOS. I have a second or third generation iPad and it report the weather just fine and that generation iPad can only run iOS version 9.3.5. My setting are as identical as I can make them on each device. Location Services are on and weather location are set in the Weather App. As a strange aside, when my iPod Touch wakes in the morning from the Bedtime Sleep alarm, it report my local temperature. So it obviously know my location. Any suggestions as how to correct this strange phenomenon? I have try to find a solution online and have discovered other people are having the same problem.

Is the device connected to the internet during the times you’re asking Siri for weather info?
