Why can't I update apps in family sharing without the primary acct holders password?

What account are you signed in with? I've never had that issue with anyone in my family.

@zerog46 We don't use Family Sharing. Is the log in verification for those between 13 and 17 not optional? I was guessing that included for updates.

Never thought of that. I don't have anyone setup for under 13.
