Why can't I turn off backup?

Cannot turn off backup

I want to turn off iCloud backups for certain apps (which I've done in the past), but now I keep getting this message: "Cannot turn off backup. Backup for [app] cannot be turned off at this time." Any suggestions?

With the exception of there being problems on Apple's end, double-tap on the home button and then remove the app(s) from the app listing therein, and then try disabling backup for the app(s).
