1. Is it possible that the person you're trying send SMS messages to has his or her phone turned off?
2. Have you contacted your wireless carrier to see if they're having problems with SMS?
3. You can try going to Settings - General - Reset, and then select 'Reset Network Settings' to see if that helps.

To add to this post, Although you said SMS, Can you check ALL of your message settings to see if you have iMessage turned on and signed into iCloud on the device. Once you reset your network settings which is not a bad idea anyway and won't hurt, Restart your device is a plus. Make sure that same holds true on the other end you are sending if...
It is the same person or is this happening to all people you are sending to that does not have an iPhone and goes SMS?
