Why can't I send my playlist to my iPhone 5c with new iTunes?

Cannot send my playlist to iPhone 5c with new iTunes

I no longer have the ability on my MAC to transfer music to my iPhone, it just states they are on iCloud but when I transfer using that facility it will only transfer some of the songs.
