Why can't I send a msg to another iPhone 5 while out and about?

why can't send a msg to another I phone 5 while out and about

up until recently I could send msgs to my wife's phone while out and about , now I can't unless I'm at home with wifi access

Do you have cellular service? Can you access the Internet when you're "out and about"?
