Why can't I put songs into a playlist?

why can't i put songs into a playlist?

the songs that have a dotted line cloud are waiting and I cannot put them into a playlist.

In iTunes on the left side under playlists - Name it, Open an album or take songs you want and drag and drop it on the new Playlist, Sync it to your device. Thats it.

Actually just discovered that when you go to the playlist tab in the music app it says new and you can create one and add the songs straight from your phone
