Why can't I open anything in safari

I updated to iOS 9, and can't open my apps
Things are ok on my iPad

If your iPads ok what device are you not able to open Safari in? Have you checked to make sure you have an internet connection on that device? Lastly check snd maybe rest your network settings under General and reset then reset Network Settings.
