Why can't I locate the personal hotspot feature after updating my iPhone 5 to iOS 8?

After updating my iPhone5 to iOS8 i am unable to see personal hotspot anywhere, even in settings>cellular>cellular data network. My carrier clarifies that there is not possible restriction from them. any help?

That's odd. Have you tried reloading the OS?
