Why can't I get my find a friend app to work?

I have tried everything there is to try and get it to work have followed all the instructions and it still won't let me add friends even though they have an i Cloud and i Tune account my phone keeps telling me that the person does not have an existing account I know he has because both phones are mine and I set up his account for him

I don't know. Is it possible that you're entering in the wrong info? Are you certain that the friend hasn't somehow blocked you or prevented you from knowing his or her location?
