Why can't I delete photos off my iPhone?

My iPhone camera roll was working just fine, but suddenly, it won't let me delete photos from my camera roll. The trash can is showing, and when I go to delete a photo, it automatically reappears. I haven't synched my phone to my computer, and my iCloud is always off. I've tried doing a hard restart as well, and that hasn't worked either. :/

Try selecting the “reset all settings” option via the device’s settings menu.
