I have ISO 10.1.1 on my iPhone 6+ and can not delet apps from my phone. Yes I do know the steps, but when it comes to tapping on the "x" I don't get a pop up window asking if I want to delete! Please help!!!

try deleting from the Manage storage section under general settings. Hope you will be able to delete from that.
