why can't I change my apple id?

when registering for apps and checking "none" in request for credit card info the apple id I had was obsolete and I could not receive the verification email. Now I cant change my apple id. I go into settings>itunes &App Store my "apple ID" will not respond. Therefore, I cant change my apple id. Therefore I cannot register to get apps.
