why can i not access my photos taken with iphone 5c on icloud?

i took pictures with my iphone 5c before it was stolen. by using my icloud account i could access all other details except the photos.

Welcome to iMore! Sorry your phone got stolen.

You should be able to use them in iCloud if you had iCloud Photo Library enabled. See:

Otherwise, do you have a Mac or another iOS device you can use to view them? If you didn't have photo library, do you have another iOS device you can restore your backup?
