Unless your mobile plan's messaging feature, if applicable, has reached a limit, you should be able to use it. Try rebooting your iPhone and then go to the settings to make sure that iMessage is enabled. By the way, I'm assuming you're running a newer iOS version.

You might also want to go into your setting > messages just to make sure everything is turned on correctly.
