Why aren’t my photos being scanned for People on an iPad Mini 2 (iOS 12)

So, I opened my People album on Photos using an iPad Mini 2 with iOS 12.1 installed on it. It said something along the lines of “105 photos scanned. Lock iPad and connect it to power to scan remaining 1 photo.” I tried turning off my iPad Mini while charging it multiple times. When I check on it after a while, it just says, “Photos scans your library to create a People album of familiar faces when enough photos are found. Scanning automatically starts when you lock your iPad and connect it to power.” So, basically, my 1 photo doesn’t get scanned because it just goes back to the screen where it tells you how to scan instead of showing me my album. Any suggestions?

You an always reboot the device to get it to restart just in case the scan process has stalled.
